Well Alabama is bringing in ~$120M a year with Saban so that would be $1.2B over 10 years

It's not illegal because of he dead period, there is some NCAA rule about new head coaches and assistant coaches having to take some stupid recruiting exam before they can recruit for their new school.
If they are coming from somewhere other than another college program and their exam isn't up to date, they can't recruit.

The statement about the title is pretty stupid.
But if I had a gun to my head and were asked whether or not he'd make the playoffs within 4 years, I'd say yes.
