Teams already have a guy in mind usually, but are forced to run a few up and coming minority coaches through the circus for a minute to appease the league. I think it has actually worked a few times, think Vance Joseph. It does help to eventually build the coaches resume as other teams at least take notice of the token interviews as potential coordinator hires etc.

Culture obviously is important for any hire, but hiring someone just for culture is silly. Harbaugh was also hired because he's a solid football mind respected by guys like Belichick (who gave him a recommendation in Baltimore).

But the point was he was hired because of the culture they thought he could bring, not his X’s O’s
I understand Mayo is inexperienced, that is separate from the fact that there are examples of success from teams choosing culture over coordinator success

Harbaugh was definitely not green. Very far from it.
