In O’s case where it was a one time thing you have a point. Riley turned a freaking walk-on into a heisman winning NFL caliber QB. He did the same with a backup transfer QB that couldn’t make it at A&M. Lastly, he took a backup Bama game manager run first QB and now he’s a starting NFL QB.

Have we? Because that opportunity rarely happens.
Elite jobs almost never come open when the program is on top. Coaches usually drift into mediocrity and get fired/forced into retirement or leave the program in NCAA trouble. A coach leaving the program in elite condition is extremely rare.
It's happened the following times in the last 20 or so years:
LSU: Saban to Miles (maintained)
Florida: Spurrier to Zook (failed)
Miami: Davis to Coker (ultimately failed, but did great for 3 years, won a title and made another NC game)
Florida: Meyer to Muschamp (failed)
Ohio State: Meyer to Day (maintained)
Oklahoma: Stoops to Riley (maintained)
Florida State: Bowden to Jimbo (maintained)
There may be some examples I'm forgetting.
I would say the track record of maintaining the program when handed an elite program on top is extremely good.
