Coach A:
.625 winning percentage as HC
Offensive minded
well thought of recruiter, but no ties to texas
Coach B:
.420 winning percentage as HC, but higher as of late
defensive minded
well thought of recruiter with deeper ties to texas
Who would you hire and why?

A gives them a chance to keep with what has worked for them with three of their past four coaches.

Winning percentage doesn't matter since I don't know how long or what school they are coaching at. I mean winning percentages at Alabama and vandy are apples to oranges as far as judging success of a coach.
That said I think it's important for a school like Houston to have a coach with ties to high schools in the state. Their bread and butter will always come from under the radar kids who other schools pass on. Havin good relationships to area schools could benefit in finding those kids.

What if they were at comparable schools for 3+ years each? Does that change your decision, or are ties to Texas that important?

just to answer your question then I'd go with the higher win percentage.
But it's not that easy.

Herman wasn't someone who had spent large amounts of time in Texas before his Houston job

Not specifically, but that's the best job currently open (better than Baylor for right now, IMO, b/c of the Baylor issues).
You could replace "Houston" with any school you wanted and replace "ties to Texas" with ties to whatever state the school you selected is located in.

What I mean is look at what has worked for Houston Before. Briles was a high school coach with very close ties to Texas. Sumlin was coordinator at Oklahoma and part of the stoops mike leach tree. Levine I don't know much about but he was not as successful. Herman was a successful offensive coordinator at osu and had close ties to Texas.
So going by that I would find a coordinator from a big time program who would have ties to Texas.

Have to adjust that winning percentage by Strength of Schedule, for losses, point differential and probably a few other things, if the guy who has the .420% winning % has an SOS 2X the other guy, the story looks completely different. Recruiting is so key to succeeding, it all starts there. If the University is willing to show some patience, take the guy with the better average and he should be smart enough to surround himself with a bunch of local coordinators, associate coaches, etc to help make those relationships. This person would have to be a great recruiter.

Replace Houston with LSU and replace "texas ties" with "louisiana ties". Kiffin would have begged for the LSU job, which, I assume, O did too.
