It doesn't matter if he deserves the job. He was given the job because he is a proven recruiter and may have turned into a good manager who can bring in the right coordinators.
He may do well, he may not. Unfortunately there aren't many or any proven great coaches on the market.

And, an austerity hire (if this is one) would sound a lot like one F. King Alexander and the Jindal appointees to the BOS (still a majority).
I have no inside information, but this possibility should not be ignored.

So because Orgeron lost to the best team in the country and another top 15 team because our RB went the wrong direction on the last play of the game, a coach that lost to Navy, SMU and Memphis deserves more of a chance?

You're looking at it wrong. Who was Herman able to beat with flippin Houston talent? That's what you need to ask yourself.
