His OL was. He was a slightly above average QB. He had an all-timer WR and TE.

It's easy playing QB with that OL and the RB and WR he had. He never had to do anything but his job. And for that he was a 3 supperbowl winning QB. Not sure his stats got him to The Hall of Fame. But the 3 superbowls did.
