You can hear the ump clearly say times called, no pitch. He should've made some type of gesture with his hands showing that time was given, but he definitely granted the hitter time out.

I was actually a CF in HS and the rules say that batter steps out of box without time being called it’s a strike!

Ok, what's the rule on this...because it was under a dead ball situation because of the time out, was the batter allowed first base or did he have to step back in the box? I presume the latter.

Its a dead ball. Nothing happens. Technically I guess the Ump could toss the pitcher. But no reason to do that.

He should get first base, it was a live ball. The umpire never called time until the batter was struck by the pitch.

Notwithstanding Rule 6.02(c), if the batter intentionally leaves the batter’s box and delays play, and none of the exceptions listed in Rule 6.02(d)(1)(i) through (viii) applies, the umpire shall award a strike without the pitcher having to deliver the pitch. The ball is dead, and no runners may advance. Ump did not call before the time batter stepped out of the box. Its a dead ball. The throw doesnt matter.
