Under-reporting of crime and under-enforcement doesn't qualify as safer. Wife used to walk down Canal with her GM, shopping at Maison Blanche, and she never felt unsafe. Try that now. On Bienville, old lady dragged to death during car jacking outside Liuzza's. Tulane students getting car jacked. Guy (Brennan's chef) picking up his kid at daycare at the old Methodist Church, killed. Sure, they had crime then too, but there's more now and spread to what used to be safe areas.
