Some advice on a Canada trip (Probably Toronto)

First off this is all extremely preliminary, probably even pre-preliminary if there's a word for that. Really just in the idea phase. And I did check the sticky.
My wife mentioned wanting to check out Canada so I may want to surprise her at some point this spring. I've heard good things abotu VAncouver but it is a lot more of a haul and plane tix are way more expensive than somewhere east, so it looks like Toronto may be a better play.
-If not Toronto, it looks like Ottowa or Montreal are the next big cities in that area. Are eithe rof those 2 just absolute slam dunk no brainers opposed to Toronto?
-I thought I read somethign a while back that canada is serious about letting people in with DUIs, what's the deal with that? I've only left the coutnry once and it was to europe, but that was as simple as any other trip where you just buy your plane tickets and off you go. How would a DUI even factor in here? I do have one but it was over a decade ago. Is this anything to be concerned about?
-If we do fly into Toronto, could we get by for a few days with taxis/ubers (do they have uber?) or would we need to rent a car? I'd really prefer not to rent a car but I don't know abotu how the city is laid out.
-probably a reeeeally stupid question but do they speak a lot of french there or is English just fine?
-I had looked at late spring just in the hopes that it would warm up a little. Is there much differnece in the cold between a March/April or earlier? I guess what I'm asking is, if it's going to be cold as frick either way the month doesn't matter.
-Any must sees/dos/eats?
-All this was based on Toronto...is Vancouver head and shoulders better to justify spending the extra money to go there? And if so, repeat all the above questions but for vancouver.

Haven’t been to Toronto, but went to Montreal in November. Loved it.
Montreal has Ubër, but not Lyft. They also have their own Canadian version of Ubër. We were there for a week and took the Metro most of the time, but took Ubër to and from the airport and a few other places.
Everyone in Montreal speaks English. They may say Bonjour, Bonsoir, or start speaking French, but give them that dumb American look and they start speaking English. Also, almost all of the signage is bilingual as well.
Not sure about the DUI issue. I think there was a thread on here several months ago discussing it, but not sure where it is. I think you have to get approval to travel there if that’s the case.

We did Canada in August. Flew into Ottawa, train to Montreal, train to Quebec City & flew back.

Google Entering Canada with DUI. There are restrictions, but if the DUI is over 5yrs old, you can get temporary exemption or apply for a more permanent fix.
Been to most of Canada, but Toronto is one area I haven't been. Saw it way across Lake Ontario when we went to Niagara Falls a couple years ago, but that's as close as I've been. Enjoyed Montreal, Nova Scotia, PEI, Vancouver and my favorite: Banff and Jasper National Parks

Vancouver imho is the prettiest city in North America. Ocean and mountains and just a world class city overall. I love the walkability of the city and the markets and water taxis. Plus Whistler right up the hill. It is outstanding.
Ottawa is beautiful and slow paced . Very nice place. Quaint-A very friendly place . Obviously you have Parliment and those beautiful buildings and the Rideau canal and parks downtown.
Montreal is wonderful. Great restaurants and cafes and scenery. A bit of Europe in North America. Quebec City is great too. Go Nordiques!
Of those Vancouver is easily the nicest imho. I say that as someone who spent my Summers with grandparents just down river from Montreal and across the bridge to Ottawa. So I’m obviously fond of both.
I have never been to Toronto but people rave. Canada is just so much nicer than the US on so many levels. You’ll be impressed.

If Vancouver is out, then definitely Montreal - with at least two nights in Quebec City (if not three). Take the train.
The later in Spring you can do it, the better, as weather will be an issue - especially in Quebec City where you will do a ton of walking.
Montreal is not much different than an American city. Everyone speaks French and English— signs and menus are bilingual. Quebec City looks and feels like France - and some residents are pure Francophones. For me Quebec City is the highlight of the trip, although too small for more than a few days. Compare it to Savannah.

Vancouver is definitely worth the trip...even would be worth flying into Seattle then taking train into Vancouver.
Toronto is a great city as well, but it's been forever since I've been.

can you elaborate on the train from montreal to quebec? I known I can look up details later but is there a specific train company or route I'd need to look at? Also about how long was the trip?

I worked in Calgary for 9 months of 2019. Amazing city and a solid food scene. Banff is a very short drive and you can spend well over a week there checking out different parks and sights. I’d suggest going in June as the snow is melting and the rivers will be turquoise and flowing nicely.

ViaRail is their Amtrak. The trip takes about 2 hours. Make sure you book a couple of months out as prices go up the closer you get to departure day.
