Ships used to depart from Juneau southbound. Guests arriving werent allowed on ship as it stopped in Vancouver.
DUi and several other crimes considered misdemeanors in the USA, arent allowed entry into Canada.

You can cruise with a birth certificate and state ID but it slows things down a lot when going through customs.

I did Celebrity leaving from Vancouver and needed a passport. But I flew into Vancouver so that is kind of obvious.

If you are starting and ending your cruise in America, you do NOT have to have a passport. You can get off in different countries and do almost all excursions. There is ONE exception.
If you want to do an excursion that has a border crossing, there is one in Skagway I believe, you will need a passport. Otherwise, you do NOT need a passport for cruises that begin and end in America. And you can still get off in every country you stop in as long as there isn't a country border crossing.

On the cruise I was referring to above when we not only needed a passport but were selected by lottery for a vetting process, the cruise ended in Quebec City. Maybe that was the difference. It ended in Canada.
