Otherwise air travel in Europe is really cheap and your time is of a premium.
Ryan Air in May of '17 for Rome to Paris nonstop is $86 one way.

Yes I would probably fly from one city to the next, its a long train ride. Flights will probably be cheap. I'd book an Airbnb place asap. Book one with a lot of reviews. Get a great location over anything else, that's all that matters. If you want a balcony or terrace, that is something you need to book asap too. That goes for both cities. The nice thing about Airbnb is they don't transfer the money to the owners until the day of your arrival, so if something happens you can always cancel through Airbnb as long it follows the cancelation policy you signed up for.
I think you'll get a lot of people to tell you to stay in italy, but when I go I like to see two different cultures. Paris and Rome would be a great trip, but It'll be a lot to do also and you won't be able to do everything so make priorities.

Is this a good summer trip or is it too hot? According to Google, their July avg temps are about the same as Baton Rouge, but how is the humidity?

July & August are very busy throughout Europe.
It's High Season so vacancies are less and rates are at their highest.
And August in Italy means many people in Italy are on vacation the entire month.
I'd go in June or September if you want warmer weather.

What about spring break? Even if you want to go for more than the 9 days they are out of school they can just take off one week or a couple extra days. Everything will be cheaper, not as busy, and weather would be better.
I'm not sure I'd do Italy especially Rome in July. Its going to be really hot and if you want to do things like the Vatican you will be waiting in lines. Remember the Euros use a lot less AC than we do in the states.

Stay in one place in Rome , beware of pickpockets . I would definitely go to Paris . You will absolutely love it .

Should I start in Rome and go to Paris or vise versa? I am thinking of having the long flight there and short flight home would be the best.

Rome is huge but it is a very walkable city. We like to stay in the Piazza Navona neighborhood. That is right in the middle of everything. From there you can walk to the great majority of the places you will want to go.
