Non citizens have to be fully vaccinated unless exempt and negative test. You can also submit a positive test within the last 90 days with a letter from a healthcare professional clearing you to travel

Citizens have the same protocol but are not required to be fully vaxxed. Still need the negative test from a day before the flight when traveling back to US
