Right. All of the Costco options would have is flying into Liberia. I’m think we will rent a car and stay somewhere around Playa Flamingo at one of the resorts. This way we can explore and do excursions as we please, then have a place to hang out and relax in the evenings.
The OSA peninsula and Quantacaste area is really where we would like to explore anyway.

You got me really looking into Costa Rica now....
finding some pretty amazing Air BNBs for great prices. 50 min drive from airport to that area...
I know ZERO about that area and haven't done much research, but to be able to get a 2-4 BR place with your own pool etc walking distance to the beach for around 1200-1400 for 4 nights is getting me hooked. Even if flights are 400-500....

If you end up taking my recommendation don’t rent a car. Buses will take you to any excursion you choose to do. Other than that there’s not a lot of reason I’d wanna stray from the resort. We almost made that mistake and realized quickly what a shitshow it would have been had we rented a car in Jamaica.

Yea I’m a solid snow skier but I have never surfed before. I really don’t have any desire to surf. The awesome part about Costa Rica it seems is that there is plenty of other activities to do that don’t involve the ocean. It’s apparently the most bio diverse planet on earth.
Regarding the prices, I feel the same way. It seems very reasonable. I definitely think if we were looking in the busy season of the year it would be much more expensive though.
I didn’t even consider the Airbnb option. Now I gotta research that.. haha

I'm looking at Feb 2023...
So not sure if thats why the prices are cheap, but given a rental + place to stay have a good bit still left over in the budget for activities and food/alcohol....
also looking to split with another couple, maybe a 3rd... so makes it interesting and feasible to ball out a little

Palm Island resort in the Grenadines. This meets all of your criteria. It is fantastic.

You can also look for resorts that offer meal/drink plans. A little more expensive but food isn't buffet quality and the booze is top shelf.
