Windows firewall keeps turning itself back on

For a long time in Windows 10 I've been able to turn off the windows firewall and not had to worry about it coming back on. For some reason, every once and a while it will come back on by itself. When this happens, it causes some issues in my specific business PCs. It causes a lot of support calls to our help desk and I'm looking for a permanent solution. Anyone have success using a group policy or registry hack to keep the firewall off?
