If I re-format her hard drive, can I access the BIOS to reinstall Windows from a thumb drive?

We got an "overrun of a stack-based buffer" error and I can't reboot in safe mode.

Can you boot from a recovery drive?

Her PC doesn't even have a CD drive. And I can't get to the bios to change the boot drive to USB.

Is this a laptop or a desktop? Regardless, how comfortable are you going in and manually clearing cmos?

It's a laptop.

I know nothing about changing the cmos.

I was thinking I could pull the hard drive and format it. Then could I do a new install of Win 10? It'a a 4 year old convertible laptop/tablet.

It would likely be a pain in the arse, with no guarantee it would help you along.

Worth a shot, assuming you can manage to format it.

So, if I had a newly formatted hard drive in it, could I reach the BIOS?

Does she have any files she doesn't want to lose? Might be better to move the hard drive into an external enclosure. Then you might be able to access them from a different computer.

Depends what’s wrong. If not, I would try clearing the bios next. If that doesn’t work, you likely have some kind of hardware failure.

Disconnect the existing hard drive, I sent a bootable USB drive. Power on, usually pressing F8 as soon as you see the logo screen will allow you to select the boot drive (this may vary depending on on bios versions).

Either way if you can't select boot drive, it may run out of options and if USB boot is available it will find it if no bootable hard drive is present.

She backed up her files right before we evacuated for Ida.

Can't get to safe mode. After the logo, this comes up:

Then it goes to a black screen with cursor and a small blue loading symbol. Never moves on from that.

What he's saying is to disconnect the current windows install drive, but plug in a usb install drive. If the motherboard isn't an idiot, when it doesn't see the drive it expects, it should automatically move down the line.

Oh, I see what you're saying. If I can get the USB to boot and I've reformatted the hard drive on another computer, can I then reinstall it?

Depends on what, exactly, is wrong. But possibly.

Quick questions just to clarify. You cannot boot in regular or safe mode, correct?

Also, on BIOS, which key are you hitting to try to get into the BIOS? F10, F2, F12, F1, or DEL are all possibilities.

I think I would start by trying to boot from a bootable USB drive.

It's an Acer - supposed to be F8. I haven't tried any others.
