I fricking download movies and music to my phone to be able to play while I’m traveling and when I try to play the downloaded content it tells me it can’t play it because I’m not connected to the internet. Happens on Disney+, Amazon Music, and Spotify. They are showing as fully downloaded and in my “Downloads” folder but won’t play.

fricking why the frick? Am I doing it wrong?

Some of them require your device to connect periodically to verify your subscription/license

So they can upload your listening choices to target you with ads.

Plex does this too. Nothing like having to have an internet connection to access a library stored on a NAS in a room 20 feet away

DRM, regular check ins with the license server to make sure you are paying your subsription to listen to the music, movies, whatever.

You have to fix your Plex server settings then (have to set this while online first).

Plex Server Settings > Network > Show Advanced > List of IP addresses that are allowed without auth

Add your LAN's subnet there (e.g. 192.168.1.1/255.255.255.0)

Save

I had this issue with Spotify when flying last time, but put my phone on Airplane Mode and instead of trying to connect to my account it just allowed me to go to my downloaded content

You're doing something wrong, spotify works for me. Pretty sure the others would as well. Are you casting them (for the movies) or watching on your device?
