SIgned in and all that jazz. Click on a document, pdf, and it won't open.

I think it depends on whether you are trying to open the file on your local drive or where it is copied to the cloud.
If you are trying to open the file from the cloud then you might have to download it to your local drive first.
Alternatively, I guess it could be an association issue with .pdf files aka but I'm pretty sure that Windows 11 will open them without a 3rd party program being installed.

If you have the space enable Files On-Demand. OneDrive > Settings > Sync and backup > Advanced > Files On-Demand > Download all files

Have you tried clearing the TPM and removing all cached credentials from Credential Manager?

Our Sys Admins run into issues like this after replacing motherboards and using the same hard drive.

Another thought is AV software interfering with OneDrive. You could try uninstalling Onedrive from the user’s profile and then setting it up from scratch using:

c:\windows\SysWOW64\OneDriveSetup.exe

Could be an orphaned PDF viewer process. Assuming it's Windows, open Task Manager and search the process list for running background PDF processes and then forcibly end them if some are running.
