What are you trying to cast? Roku has a native app for Google photos and video which is nice.
What phone? Google pixels have far fewer casting options than other Android devices because Google sucks.

Is it a smart tv? It should have a youtube app which you can control from the app.

Don't most Smart TV's have a casting app(program) built in? Vizio has Smart-Cast and you can cast from virtually any "castable" app.

in that case the term you're looking for is 'screen mirroring', not 'casting'. casting will launch a native app on the device..not run the app from your phone.
what brand of phone do you have? this used to be as easy as selecting the 'cast' setting on your phone and saying 'mirror screen' but its far more complicated these days since google is asshoe and removed this feature due to 'copyright concerns'.

phone mirroring kinda sucks even when it works. you won't like the results.
a better approach if you are using your phone's data is to turn on the 'phone hotspot' feature (if your phone company doesn't have that disabled too) and then go to your roku/smart tv and change wifi to the hotspot connection then use the native apps on the tv like you normally would.
just remember to switch your wifi back when your internet comes back.
