Old PC won't start up

I have and old compaq PC that won't boot. When the power button is pressed the power supply fan starts spinning, the CPU fan starts spinning and the HD starts. All this lasts about 3-4 seconds and then it all shuts down. (before any video displays). It has a new power supply and Win 10 PRO OS.
Any ideas greatly appreciated. TIA

Old pc issues are hard to diagnose. Could be a bad cmos battery.

Open the case and disconnect the power from the CD-ROM drive, if it has one. Reseat the memory, (RAM). Hold the power button down with the Power cord unplugged for 30 seconds. Do you get any beeps when it trys to boot? Add on video card or on board?

The number of things that can be wrong with a 14 year old PC is staggering. Just pull the HD and move it to a new machine

Is the speaker hooked up? Compaq was pretty good for beep codes for errors at POST.
Could be as simple as a leaking or out of spec capacitor in the power supply, it will not supply enough current to meet the demands, allowing it to briefly power up and then give up.
If no codes then you can generally find and eliminate the issue by pulling all expansion cards and RAM, if it POST's replace one at a time and keep going.
