Is there a way to control/manage am itunes library from your phone w/out Internet access?

I can use the apple remote app at home but they are both on the same network. I googled and found nothing.

Plug a laptop in to play music in a centralized location and be able to control what's played next, volume, etc, from my phone.

The short answer is yes, lots of different ways. If you're talking about a local music library. If you mean specifically using the software iTunes, maybe tecnically but I haven't used iTunes in about 15 years so couldn't say.

Off the top of my head mpd, jellyfin, kodi are a couple possibilities

JRiver Media Center with the JRemote app can do this. I used them several years ago. Not free.
