Trying to get some family set up on OTA after ditching DirecTV, but they still want that traditional feeling guide where everything is all in one menu and don't need all the fancy suggestions and sub menus.

Does the Tivo box do this? Or is there another device that would be best?

I haven't tried this device, but it seems decent.

Sling Airtv 2

Seems to do what you want.

I have sling with the OTA tuner. No issues. OTA is a separate local DVR and all the streaming channels use the sling cloud DVR.

For the guide you don't know what's ota or not unless you select "locals" only to show.

AndroidTV also will give you a OTA grid guide if you have a silicon dust tuner. AndoidTV has its own grid guide or you could use the SD one.

ChannelsDVR swill cost $80/year and log into your streaming provider’s TV Everywhere function + allow an HDHomeRun for locals and mix them into one guide.

Emby Premiere will also give you HDHomeRun access in beautiful Guide form (as will plex’s paid version), but for streaming you’ll need to provide the m3u inputs which is, in my opinion, not worth not paying $7.50/m to Channels.

If you means streaming like Netflix, I don’t know of a service that does what you’re thinking. Except maybe Modulus.

Amazon Fire TV does this, though it clunky. Plex, Kodi, Emby, etc. all do this to an extent. Depending on what you want to pay, YouTubeTV has local included in its base plan.

SlingTV will do it on Amazon devices, chromecast with googleTV and I think even Roku now days. You need to use the SlingTV OTA DVR/tuner and then all the channels show up in the SlingTV app.
