This is why I said it's not plug and play. The switch has to be configured. IMO, you'd be best served by getting a plain old dumb Ethernet switch and your problems should be solved.
IT guys with more knowledge about the switch than I can chime in.

but i'm all for learning what i'm missing by running an industrial-grade rack switch vs using a $10 monoprice dumb switch. certainly having 20 ports all in one place makes things look cleaner and i'm less likely to run out of ports.

I'd start testing cables. Are you testing one end location or all? Just going through some troubleshooting steps for the cable.

It's probably creating more noise/heat/power usage than necessary for your situation.
That being said, I myself use a 48-port + 4x10G HP/Aruba managed POE switch in my rack, but I have a home server with over 50TB of network storage and actually use the 10G functionality and swapped the fans out for some silent Noctuas. Powers my IP cams too.

Let me make sure I'm understanding.
You have cat5e in the house but it doesnt work when plugged into your switch. You've plugged in a laptop or some such device directly to your switch and it works, but when you go to one of the jacks in the room, it doesnt work. Right?
Its been clarified to just ignore the legrand stuff and rip it out.
You've showed us the termination in the closet and it looks right for Ethernet, but we need to see the termination at the jack. They may only have 2 pairs punched down on that end for the phones.

I'm starting to think the issue is with the crappy at&t fiber router and how it handles wired connections. I got it to work for a minute then added a switch so I could plug in a couple more devices and it stopped.
Removed the HP switch altogether and tried to connect directly to one of the 4 ports the att router and nothing.
Switched cables and nothing.
Pulled the power on the router and restarted and nothing.
So now I know it was able to successfully connect at least once.
Plugged the HP switch back in and everything directly connected is still fine.
I'm going to go through the crappy router ux and see if there's some stupid setting that prevents adding switches.

new house i have 1GB att fiber and whatever shitty router they shipped to me. i hate it but researching and setting up a mesh system is not something i want to undertake right now.
UPDATE - so i gave up trying to connect a switch upstairs. tried 3 different brand switches; none would work. tried direct connection to the TV upstairs..no dice.
FINALLY decided to plug it directly to my sonos playbar and bada bing! 10-15 minutes later (so fast! so fast!) my sonos network came online and the light at each end of the cable is on. luckily the playbar has 2 ports so i added a second cable OUT to the switch..holy bananas that seemed to work. Plugged the tv in to the SAME DAMN SWITCH i've been trying to get working for days...now the TV is up too.
something fricky going on. this feels really 'fragile' but it seems Mr. AT&T router LIKES the sonos ethernet port so i'm using that for the moment as my upstairs 'hub' and running cables to all my other shite which includes:
- pixelcade arcade marquee display
- raspberry pi 4
- legends pinball machine
- work laptop
- daughter's TV
thanks all. i have no explanation and i'm guessing this might crap out at any time so i may be forced to get my own router & mesh just to get around the ethernet allocation issues with this shitty router.
