Facebook hacked - Advice?

My FB was hacked this week. I did not previously have 2FA authentication setup (I didn't even know FB had that). When hacked, my email, password and phone number were changed. The hacker apparently setup 2FA on my account, which is where the major problem lies. I can't figure out a way around this 2FA requirement.
I received the "your password has changed" email and followed the "if you did not do this, secure your account" link and instructions within 2 hrs of the email. It was already too late as that secure your account link eventually gets me to requiring the 2FA code that I obviously do not have. There's no way to get 2FA after the fact.
Searches on internet have shown me that when all is lost, you can submit a photo ID here: LINK . I have done this and upon clicking SEND I get "Your Information Couldn’t Be Submitted, login to Facebook to see further instructions".
I wonder if they changed my DOB or something and it wont confirm and go through?
There is also another search result out there to submit to the FB help community. LINK . This allows me to select "Account Security" for topic and "Hacked Account" for subtopic. This is a dumb chicken before the egg situation... it requires me to login to my FB account to submit about a hacked account.

Any advice on how to recover from hack that setup 2FA? A different method of contacting FB? My FB account is tied to a business page so I really don't want to just abandon all ye hope.

Similar thing happened to my wife a few years ago. Had to go through the whole submit a pic routine. Never seemed like it was all the same after she recovered it.

Just delete it for good (once you figure out how to regain access). Many problems solved.
