Thinking of upgrading because I want to play a good amount of new games in 4k at max quality unless I should wait.
What video card should I upgrade to ?

If you have money burning a hole in your pocket, the 3080 12GB cards are around $800.
The new 4000 series cards are supposed to be coming out this fall. The 4070 will probably be right up your alley, but will still be $500-600 at launch.

I have a 3070 and a 3060ti I might be willing to part with.

to get 4k at max settings... I would definitely go for a 3070ti or 3080.
Fore more demanding games here is what I have found
3070 - 70-80 FPS
3070ti - 75-85 FPS
3080 - 100-110 FPS
3080ti - 115-125 FPS
If you are only set on spending the money for a 2060, I would save a little more and get a 3070.

RTX 2060 Super isn't close to powerful enough for that. What's your budget?

Not sure what you'd define as "more demanding games" but I have a 3080 Ti in my workstation (@1440p) and a 3080 Ti in my living room HTPC (@4K), and I'd say that's more the performance I'd expect from 1440p at max settings. At 4K things typically stay below 100fps.
a 2060 definitely won't cut it.

Actually, I'm just going to amend my previous post:
I have not been giving as blanket advice that people should wait for the next generation of GPUs to be released later this year. It very much depends on what you have now, your use case, your goals, etc.
However...
If your goal is to play current and upcoming bleeding edge games at maxed out settings at 4k at anything resembling a fluid framerate, wait for next gen. Not even a 3090 can do that consistently. Just wait.
