It's clear that he has a psychological problem, and it certainly doesn't seem that these are premeditated acts. He would have to be doubly crazy to plan to bite anyone.
That said, and though I don't think he's some sort of terrible person for this (and it's not as bad as what Keane did), I don't see how you can let him continue to play, whether internationally or for a club. Other players shouldn't have to play in fear of him biting them. If you literally muzzle him, there's still a chance he acts out in some other way.

That is correct. Keane tore his acl in a challenge with Haaland. Haaland taunted him while on the ground. Keane plotted his revenge for 9 months and broke his leg. It was fricked up.
That being said, Suarez continues to do these things unprovoked.
