What would it take to get MLS to adopt a promotion/relegation system?

Are American sports too entrenched in the closed/franchise model that its impossible?

30 billionaires willing to lose millions of dollars of their investment to potentially have their team relegated. Would probably also need to to get them to agree to waive the franchise fee to bring in 10 more teams OR convince 10 more billionaires to pay millions of dollars of franchise fees to start 10 new teams with the idea they could be relegated in a year.
On top of the franchise fee, they will need to invest millions in star players, salaries, stadiums, youth academies, scouting, coaching, etc. to start up.
Easier to wish that Elon Musk gives USSF $1b to complete control the federation and completely creates a youth system from scratch.

Guaranteed TV contracts and revenue streams.
In other words we will never have a tiered pyramid. Best we can hope for is a pseudo second divison- so essentially a 1A and 1B. Networks will never pay the same money for an inferior product
The only other possibility that comes to mind, which is shockingly more likely than networks agreeing to lose money, would be us losing world war 3 and the Germans colonizing the states
