why would Germany want to keep Algeria and Chile out ?
So Germany won 1-0 to make sure Germany and Austria get in. Is it a Euro loyalty thing?

And that's when they changed the rule that the final games of the group had to be played simultaneously.

A few years ago., maybe 8 years or so, this happened during an African competition: the host team needed a win in the final game and needed either team in the other game to win (a draw qualifies both teams and eliminates host team).
Those teams played a 0-0 draw, home fans rioted and the game was replayed with the stipulation that it couldn't end in a draw, if it did then PKs...and we're talking about a group game here
I'll see if I can track down an article that has the story.
After doing some searching I found out it was 2001, so not much Internet references
