Fox lost the UCL broadcasting rights after last season right?
If so, that's why they probably didn't give a crap about televising the draw.

Never suggested Fox should do it.
They aren't the only English language sports channel, right? And there is a channel that will show the matches that you think would be interested.
Wouldn't you think Turner would be interested in broadcasting this?
