When will the EPL release next years schedule? And, how tough would it be to get a ticket to a match, in particular, a Liverpool match? I'm going to England in September and thought I might try to see a match.

A. No idea, but the 20th team hasn't been settled yet.
B. From what I understand, you'll have a much easier time with a Liverpool/Wolverhampton(ish) match than Liverpool/Arsenal, obviously.*
*I've never actually purchased tickets to an EPL match.

My best advice is to try and secure tickets before you get there. One way to do it is to join to official supporters club on the website then you can try to buy tickets a few weeks before the match online. It was kind of a pain trying to tout (scalp) tickets to the FA Cup Semi, but I had a friend there at the same time that ended up with like 5 tickets to the Liverpool vs. Blackburn/Bolton I can't remember and said getting tickets was pretty easy.
