I heard a lot of praise for Palacios but Harry doesn't play him. He doesn't play Dos Santos who is beastly. Any explanations?

I saw a quote today...if Coates makes the move official, I believe the offer is like 10 million or something. The quote was:

and this is the same club who has Yaya Toure on the books for 220K a week.
I hate Manchester City with all my heart. Rooney makes, what 180K a week and is better than both of them.
I think Suarez makes 95K a week and is arguably more valuable to this club than Nasri or Toure.
Not saying Pool and United are angels...far from it. But I'd like to think they use a bit more sensibility in their signings.
