Tottenham V. Rochdale....locker room question

Watching match, and a 16 year old kid named Daniel Adshead just checked in for Rochdale. Anyway, the announcers said that he's so young he has to change in a separate changing room from the rest of the team?!?! What? 
I don't think the announcer meant it as a joke either, but this struck me as really strange. Is this a law or something over there? I get protecting minors, but this just seems bizarre.

Yep. Some child protection law.
Has to wait for everyone to shower and change before he can.
