I don't watch much La Liga at all, pretty much just UCL ties w/ the spanish sides, but is this what Atleti do every single match?

Just depends on who is designated away for both legs. Inter & AC Milan share the San Siro so if they had a 1-1 then 2-2 leg the team who scored more away goals advances.
