only thing i can think of is that he's commenting on the difference between how well built the stadium is to withstand flooding, while ordinary citizens have their streets so poorly built they have to drive through a foot of water.

I think he means most Brazilians live in squaller where their city floods on the reg.

I think it is some type of political comment regarding FIFA strong arming Brazil into making sure the stadiums are up to par using public funds, but that the actual cities own infrastructures fall short.

I have appointments from 9-11 and 1-3 out of the office... or more truthfully I have one hour meetings from 9-10 and 2-3
