Yes they do. There are some shite fields esp in eastern europe or the small countries, Not everyone has places like Wembley.
You lived in Europe you should know this. Every federation has this and the bigger countries always bitch about it.

Most of the complaints about bad pitches in Eastern Europe are because the pitches are artificial. There are some terrible grass ones, but there's little chance of a European squad playing a qualifier on a pitch reminiscent of Guatemala's.

Nothing beats the old Costa Rica stadium straight up fake grass with plastic under it.
