a. in any meaningful way that you can measure footwork in the NBA, lebron has elite footwork/agility/COD. and not against other 6-9 guys, he locked down derrick rose once. dude can get down
b. lebron has shown that if you tell him, "go work on x and become great at it," he can do it in an NBA offseason, essentially. i have no doubt that had he grown up playing soccer (assuming the same drive/passion), he'd have been able to develop similarly. people don't realize how difficult some of these NBA skills are
c. obviously lebron's height wouldn't change, but he wouldn't be 260...he'd look more like rookie lebron

The footwork and skills are so different. Having a ball at your feet changes everything.

he'd be much smaller b/c he'd be playing an aerobic sport and not an anaerobic sport. big muscles require big oxygen
i do think he could play CB at his current size though. i don't think he would be in hypothetical land, but i think he could
i don't think that lebron's height would cripple his ability to handle a soccer ball. he'd never be messi, but nobody is messi. those short guys with the choppy steps have an inherent advantage in dribbling. there is no argument
a fantasy soccer lebron would just have to be capable at dribbling. he'd be more of a target man/ariel threat...and/or a counterattack centerpiece. he could still theoretically be capable of playing these roles

Money wouldn't solve anything. We seriously lack elite coaches at all levels. Training those coaches takes a lot of time. Our youth programs value winning over teaching technical skills. That's in the process of changing, but we are still a long way behind most countries in terms of development.
The advantage the Netherlands has is that they get the most out of their youth programs. They started a tactical revolution, they have former professionals as coaches, and their youth program is ruthless in cutting anyone who they don't think will make the cut.
If we throw money at the problem, we suddenly aren't going to get the most out of our athletes. As it stands right now, we have better athletes than most of the teams we play. We just aren't producing highly technical players with any consistency.
