The last 20 years is a terrible time frame.
Most American soccer fans weren't "picking" their teams 20 years ago and most people had already picked within the last 4-5.
Here's what I really want to know. You apparently were/are a PSG fan but now that they are good find them "meh". What if some multi billionaire bought Newcastle tomorrow and they started winning the Prem and became a European power in the next 5 years. What would your thoughts be?

they could be and could have been during that dominate time period they could have grown on that and become a force but instead they just built a stadium

Also, it's a poor comparison because 90% of American soccer fans pick an EPL team to root for and probably 2% primarily follow the Bundesliga.

I realize that the vast majority of Americans are going to pick teams that are up near the top, but jesus christ there is a difference been picking a team that's "pretty good" and their version of the New England Patriots. Well, during the very end of the 90's into the early-mid 2000s Arsenal was arguably the best English club. Basically the same level of success United was experiencing from 92-98 or so.

What you aren't acknowledging, or understanding, is Arsenal wasn't "pretty good" during the time frame when most people picked their teams. They were arguably the best club in England, at worst a close second.

Even if you look at it most favorably to Arsenal as possible, they still won fewer EPL titles in what was probably their best stretch ever than ManU did. And on top if it ManU picked up the treble during that time.
There is just no way you can say Arsenal was #1 in England at any point, much less Europe where they only got close one time and still lost.

You got worked and have been backtracking since claiming Arsenal was "never at that level". Trying to bring up Dortmund and random years to help your case.
How about this from Draconian argument department. From 2002 to 2004 Arsenal won 2 of 3 EPL titles and went unbeaten and did the double in 04. Clearly they were the best.
