Lampard goes to Werner, who is getting treatment for cramp, to ask if he wants to/can take a penalty. He says no.

So it seems like Frank really (and rightfully) is viewing him as an injury risk and is trying to be super careful. I think there's a chance he'd be on the bench this weekend, but I'm betting he's held out until after international break.
