I mean not really. They only lost one qualifying game and it was to Wales who are like a top ten team.
They've done nothing results wise to be lower.

They haven't done anything to be lower in terms of results, sure, but a rating system based purely on form with little context (it doesn't factor in margins of victory or location, and has a weird way of weighing certain matches) isn't a good one.
They might be the No. 2 team in the world in form, but there's a better way to rank teams than that.
