Blackburn, Nottingham Forest, Bolton, Bournemouth, Birmingham and Middlesborough as well as Leeds can expect bans of transfer activity in the January window and in some cases beyond if they do not address their financial issues.

We knew this was coming QPR got relegated and didn't even cut their wages. They had to get promoted last year or they were fricked

Kind of. It's supposed to stop clubs from going bust and force clubs to prioritise homegrown talent while leveling the playing field against billionaire-backed clubs.
In practice, it just helps out the monster clubs.
ETA: I'm laughing at SCH because he supports as his second (third?) club the zombie club that came about due to the death of Rangers for failing to pay taxes for over a decade. This zombie club has since spent massive amounts of money to shoot through the lower divisions. They're about to go into Admin due to this strategy (and will probably die, bringing about a new zombie club or three).
