As joey barton said above, I think that the only or main "problem" that came up (in Louisiana at least) were players who wanted to take time off from their high school games to go to big out of state tournaments like Disney which are held during the Louisiana High School Season. (In La the High School season runs something like October to February including playoff but in a lot of other states I think they have a spring season so some big club tournaments are scheduled in the winter.
It was batted around a bit by the LHSAA and I think the legislature threatened to get involved. I'm not 100% sure of the outcome but I think the LHSAA allowed the kids to do the tourneys but maybe the high school coach had the final say of whether he would allow it for his particular school?
For the majority of the clubs in La they play fall before the high school season starts and spring after the high school season finishes. Sometimes I think its like only a day or so between when one ends and the other begins.

I have a D, and many high school coaches do have licenses, but it is no way a requirement. The guy that hires the soccer coaches is almost always a football coach and doesn't know anything about soccer.
I would venture to say that less than 5% of middle school soccer coaches have any type of license. Most of the time, it's just another sport on top of football, basketball, track, etc. Or maybe its a history teacher that wanted to make a little more on the side.
Those Alabama rules are ridiculous. 100% garbage. There is definitely some overlap from club season to high school season. And to bar them from even training? Silly, silly, silly.

Yep.
Our rules are awful.
I said before, for a town our size - around 40,000 people - we have a thriving local club that has 2-3 boys teams and 3-4 girls teams per age group until you reach U-13.
And then they have to combine the U-13 thru U15 age groups to make one U-15 team that only plays in the summer. So you have 75-80% of the team playing up and they only play and practice together for 5 months and even in the offseason, you can't have more than 6 from the same high school.
It sucks.

More or less. It's a problem. High school coaches in LA range from coaching directors to people without experience, and I know that some schools have turned down coaches that they really had no business turning down.
