How often does the "best" team win the World Cup?

I'm pretty much a newbie at international soccer. So I thought I'd throw this out for the more knowledgeable out there to kick around a bit:
How often is it that the team regarded as the "best" team end up winning the world cup?
I know it calls for some pretty subjective opinions and there is always the argument that "if they win it they are necessarily the best". But I figured i would be an interesting topic.
As examples, I guess I would say that college football and NBA basketball are probably sports where the "best" win the championship more often than other sports. And perhaps college basketball is a little less likely that the "best" team ends up winning. NFL football is probably somewhere in the middle.

Very often IMO. Since 1986 (only WCs that I can really asses) only Italy 06 can be argued against and maybe France 1998 but France was very good and had home field adv.

There's only a handful of countries that have a legitamate shot at winning a World Cup. And they are all located in Europe and South America.

I'd say almost every single time and even when it's arguable the supposed "better team" that didn't win gets very close.

'06 Italy wasn't the best, but definitely top 5. '98 France was probably 5th-10th best without the home field advantage. Regardless, there have never been any upsets on the level of '04 Greece or '92 Denmark.

Most of the time. Like 90-95% of the time.
Qualification Rounds + Mixed Group Format + Paired Tournament Single Elimination is probably the best determinate of a champion out there.

I'd say all three of those are on the low end of "getting it right."
It really comes down to what "best" means. Does it mean team with the most talent? Then yeah, a 7-game series where you can minimize bad performances and give stars a chance to be stars is probably the best way. But that isn't the best "team," which is really what the champion should be about. IMHO.
