How does Brazil consistently draw lesser competition in group stages?

These are the powerhouses they've drawn in the last 3 World Cups:
2014:
Mexico
Croatia
Cameroon
2018:
Switzerland
Serbia
Costa Rica
2022:
Switzerland
Serbia
Cameroon
Meanwhile, you have teams like Spain, Portugal, the Netherlands, etc. all playing high level competition at least once in the last 8 years.
I smell bullshite.

Because they are always in pot one and everyone looks like shite compared to Brazil.

None of those are particularly easy groups. It is funny how this WC they combined their 2014 group with their 2018 group.
