I think it's a penalty, but if it wasn't a handball in the argentina/Nigeria game then that is not a handball as well.

How young do you think young footballers, especially those from old experienced football nations, learn that you don't lift your arms over your head to try to block a shot or pass?
I would say in serious football nations that they probably learn that shite around the age of five.
