Too bad this won't account for handballs on the goaline like in the 2002 world cup.

I agree, but I'll admit the excitement over Donovan's goal did generate some great publicity.

I think the ref said he saw it, but he wouldn't give a penatly because it wasn't intentional. Replay may not have changed the outcome, there.

edit: I should clarify that I think it's a clear penalty. It was unquestionably a goal if he didn't use his arm.
