The tackle endangered the safety of the opponent. That’s all it takes for a send off.

Red card takes into account whether there is chance of significant harm to the opponent, which in this case could have easily broken Gundogan’s leg given the force, location, and general lack of control. It was a terrible tackle and 100% a red card.

He left the ground, he went over the ball and he used two feet. There was absolutely no reason to go two-footed either. That’s a red everywhere on the field.
