Best Leagues In Europe

Outside the big 4 leagues what is the next tier of leagues. I've always just assumed France and Portugal had the 5th and 6th best leagues.

Where would Turkey rank? I always thought Russia had a competent league, at least up top with CSKA and Zenit

I would say France definitely #5 and they're fairly close behind the top 4 even in periods when they don't have many CL contenders at the top of the table. They simply have a lot more quality talent dispersed all the way down the table.
In my opinion, there's a bit of a gap after those five where leagues have some good teams at the very top but pretty weak ones otherwise.
Portugal is next mainly based on their perennial powers (Porto, Benfica, Sporting) usually being better than anyone else's.
After that I guess:
Russia, Holland, Ukraine. . .
Turkey, Belgium, Greece, Switzerland

Yeah, Sporting specifically does have an incredible youth academy.
Benfica and Porto have produced some great ones as well though Porto's reputation is enhanced by being a shopfront window for 3rd party owners to showcase their wares in the CL/EL.

I think you could argue endlessly about the order of the next 8 based on different values but currently Russia is probably nearer the top of that group and Turkey middle.

France and Portugal still have teams in the Champions league. More than we can say for England
