With the home grown rules you will need to develop your own or be good at scouting.

Admittedly I don't follow the details but why can't a team just have several on the squad to fill the quota. There's not a rule they have to actually play is there?

They don't have to play, but they have to be on the 25 man roster. And taking into account injuries and the number of competitions, you need enough that can contribute a little bit.

Sure you could have a couple dead weight on there if you truly need, and if anybody was gonna do it to beat the system, I imagine it'd be city

Chelsea had 3, and only registered 18 total players. Nobody has to play. 2nd and 3rd string goalkeepers are often used solely to fill homegrown quotas.

You don't even have to have any homegrown players, technically. You can just have 17 non-homegrown, and leave your 8 remaining squad spots unfilled.

The English FA homegrown rules are easy to pass. The Champion's League rules are tougher though because 4 of the spots have to be club trained players, or just empty roster spots. It's slightly more straining on squad registration.

Which would be dumb in the long run if your in 4 competitions. Major depth issues

Chelsea are still interested in Sterling but won't pay more than 40 million.

I could def see him snubbing City to play for Chelsea if they clubs agreed to a fee.
