With the home grown rules you will need to develop your own or be good at scouting.

Admittedly I don't follow the details but why can't a team just have several on the squad to fill the quota. There's not a rule they have to actually play is there?

Paulo Sousa named Fiorentina manager.

They don't have to play, but they have to be on the 25 man roster. And taking into account injuries and the number of competitions, you need enough that can contribute a little bit.
Sure you could have a couple dead weight on there if you truly need, and if anybody was gonna do it to beat the system, I imagine it'd be city

You don't even have to have any homegrown players, technically. You can just have 17 non-homegrown, and leave your 8 remaining squad spots unfilled.
The English FA homegrown rules are easy to pass. The Champion's League rules are tougher though because 4 of the spots have to be club trained players, or just empty roster spots. It's slightly more straining on squad registration.

Which would be dumb in the long run if your in 4 competitions. Major depth issues

For now but looks like they are about to change and go to requiring even more.

Liverpool have confirmed the signing of Hoffenheim forward Roberto Firmino, subject to the Brazil international passing a medical at Anfield.

Roberto Firmino has become the second most expensive signing in Liverpool’s history after a £28million deal to sign him was completed overnight.
The Brazil international has agreed a five-year contract, worth more than a £100,000 per week. He requires a work permit and will complete the formalities of a medical at Anfield once the Copa America is over.

Sky Sports News HQ understands that Liverpool will pay in the region of £21m now, but the fee could eventually rise to £28m which would make him Liverpool second most expensive player after Andy Carroll.
wow shelling out the big bucks

Chelsea are still interested in Sterling but won't pay more than 40 million.
I could def see him snubbing City to play for Chelsea if they clubs agreed to a fee.

I think he has said something about wanting to play in London in the past. Hence so many of the links to Arsenal in the past.

Bayern Munich will use Manchester United's interest in Bastian Schweinsteiger to try to sign forward Angel Di Maria, reports Bild.
The Bavarians' head coach Pep Guardiola is said to be a huge admirer of Di Maria and is prepared to use his midfielder, as well as funds, to lure the Argentina international to the Allianz Arena this summer.
Bild always stirring the fricking pot, but Bayern are supposed to go on an insane spending spree.

Manchester United forward Angel Di Maria could be on his way to La Liga and European champions Barcelona next season, according to Sport.
The Argentina international, who only moved to Old Trafford last summer, has reportedly been offered to the Catalans by the winger's agent.
