I'll say this, Savic was one of the worst defenders I've seen in the EPL when he was a City... Way out of his depth...

Yeah, I remember him not impressing after all the hype he'd gotten. . .
However, he was only 18 or 19 years old at the time and most CBs go through some wild ups and downs before their early 20s.
I don't think Savic had even been a regular starter for a full season anywhere aside from youth ranks before those handful matches for City before being traded + cash for Nastasic.

Does Van Gaal have total control over which players are in/out? I mean, I know he doesn't negotiate the deals... Just curious..

I'm 90% sure he has total control. He had a quote couple days ago saying he's still evaluating the team. Transfers can happen in 24 hours and he's making his last decisions on transfer targets.
Hopefully the travesty yesterday gave him a better idea
