It's the municipal flag of Milano and AC Milan's badge has always been based on it.
Numerous cities/regions for which Saint George was the patron saint use the flag (or a derivation).
It features on a lot of clubs shields like Genoa, Sardegna/Cagliari, Bologna, Sampdoria et al

that´s the cross of San Ambrosio.
ETA The now province and ancient kingdom of Aragón also uses this cross. A lot of areas around Europe and Eurasia use it. Like wm said, it´s quite prevalent in Italy.
ETA 2 I think it´s use arose from the Templars (whose symbol it was originally).

It might be because the red of the shirt is next to the blue and makes your mind think it's a bit darker than it really is.
