Most legal scholars argue that the remedy is impeachment, and then prosecution after removal from office.

I think Mueller can investigate obstruction of the Special Counsel investigation and may prosecute other officials/individuals. Technically it’s possible that Mueller could prosecute Trump after removal from office.

How? In what state is he a prosecutor or state AG?

Mueller as Special Counsel can prosecute federal crimes committed with intent to interfere with his investigation.
